The properties offered are part of a disposal programme. It is the intention of Wandsworth Council and their team that the sales process is conducted fairly, clearly and cost effectively.



1. Sale
The marketing campaign and bidding process will ensure that:-
• Interested parties can access information that is relevant to the property in which they are interested and enables parties to bid in full knowledge of the property, the Council’s requirements and the intended programme.
• The terms of the offer are unambiguous and fully understood by both parties.
• The programme of sale is efficient and conducted as quickly and as reasonably as possible.


2. Programme
The Council will process offers fairly and in a timely manner.
Their professional team will endeavour to achieve the following programme:-

• Sealed offers will be invited in accordance with the tender conditions by a specified date and are sent to the Council as directed in the specific sales pack.
• Offers will be acknowledged within 5 working days of the offer date.
• The successful bid will be accepted (Subject to Contract and Council approval) or rejected within 3 weeks of the bid date.
• Solicitors will be instructed to progress documentation directly following the acceptance (Subject to Contract and Council approval).
• It is anticipated that contracts will be exchanged within 6 weeks of the acceptance (Subject to Contract).

3. Basis of Tender and Legal Pack
A draft legal pack is included with the sales particulars for each property, and will include:-
• Form of Tender – To be completed by the bidder and sets out the main terms of the offer.
• Draft Contract for Sale, Draft Lease (if applicable), Draft Building Agreement (if applicable), Title documents.
• The basis on which the Council is inviting offers will be set out in the sales particulars of the specific property.
For some properties the Council will be looking for unconditional offers and on others will be prepared to accept offers subject to planning.
Additionally, for some sites the Council will invite offers on 2 alternative bases:
i)  payment and transfer of title within 28 days of exchange or as soon as the sale becomes unconditional; or
ii) a building agreement with payment and transfer of title on completion of the development.
If the Council is prepared to consider the delayed completion option this is confirmed in the sales particulars for the specific property.
